Rules of access and stay on the port territory

The territory of the port is a restricted area, transport security zone, where border, customs and other types of control are carried out, as at a border inspection post. The procedure for issuing a pass and access is determined by the Federal Laws and RF Government Regulations, the Customs Code, and the instruction "On Organisation of Access and Security Controls on the Territory of Vladivostok Sea Port Pervomaysky LLC".
Access to the territory of the port is carried out only with a pass or based on a crew list upon availability of a personal identification document. Such documents are: internal passport, foreign passport, diplomatic passport, service passport, officer’s identification certificate, military identity card (for actual military servants). A personal pass must be kept in a visible place on top of the clothes.
All persons on the territory of the port are obliged to wear a safety helmet and a signal reflective waistcoat when carrying out any type of activity.

It is strictly prohibited to:
1) Access and stay on the territory of the port under alcohol or narcotic drugs influence (assessed visually);
2) Carry alcohol and narcotic drugs;
3) Smoke on the territory of the port;
4) Carry and possess weapons, explosives, high-risk means;
5) Access and stay at the port production areas in cases not related to the professional activity (work).

Due to the increased threat of terrorist acts, hand and other luggage is subject to inspection in order to avoid carrying explosives, toxic agents, weapons and ammunition.

1. The licence plate on the vehicle must be clean;
2. When entering or leaving the checkpoint, the driver must present the security officer a vehicle pass and, upon request, a document relating to the vehicle;
3. Passing the pass to another person is prohibited;
4. The use of a pass issued to another vehicle is prohibited;
5. When driving on the territory of the port and at the parking places, the pass must be kept under the windscreen in a visible place;
6. When leaving the vehicle, the driver must have a personal, valid pass on hand. The pass must be kept in a visible place on top of the clothes;
7. Driving on the territory of the port is allowed only with dimmed headlights switched on; Overtaking and driving at a speed exceeding 5 km/h is prohibited;
8. Stopping and parking on fire passages, in the area of cargo works is prohibited;
9. Parking of vehicles is allowed in specially designated places according to the markings/indicators;
10. Parking of vehicles at night without permission of the dispatcher on duty is prohibited;
11. Driving to the terminals without agreement with the dispatcher on duty is prohibited;
12. Driving on the territory of the port and parking of vehicles is allowed only in the sectors specified in the pass;
13. Drivers of heavy-duty vehicles must wear a helmet and a signal reflective waistcoat when unloading/loading in the loading area;
14. Repairing and washing of vehicles on the territory of the port is prohibited;
15. Entering and leaving the checkpoint without presenting the trunk and passenger compartment of the vehicle for inspection is prohibited;
16. Carrying passengers in the passenger compartment of the vehicle through the checkpoint is prohibited;Importing and exporting material valuables, personal belongings to/from the territory of the port without accompanying documents (material passes, clearance permits) is prohibited;
17. Upon the first request of a security officer, the driver must present the necessary documents and comply with the relevant transport security requirements.

For violation of the above rules, the vehicle pass is blocked for a period of 1 month.
In case of repeated violation, the pass is cancelled without refund.
